This is part of the supplies which the Make A Fish Foundation brings to events. The art is supposed to encourage non-artists to try doing art.... in this case, to fill in the missing fish.

I just had to google to check that the Make A Fish Foundation was real. It could just have been a made-up background story to add depth to the image. But lo and behold, it's real. In fact, there are two. The first is "dedicated to the furtherance of the development and application of high quality inebriation through the use of drinking best practices and tools", whereas the second "brings the opportunity to create art to people, all people, wherever people congregate.". I am assuming they are two different foundations and not two guises of the same, but could of course be wrong...

Ignore the anti-sobriety society. It's the "weebly" website that represents the saner of the two "Make a Fish Foundations".

"Make a Fish" is dedicated to convincing non-artists to try their hand at art, and also to urban renewal projects, Burning Man art projects, and so on.

It's founded & run by a guy named (yes, really, "Mr. Baity". He and I joke that we may end up like the seminal punk rock group, "The Ramones", in which all the members have had their family names legally changed to "Ramone".

Will I soon be "Seth Bass" or "Chum Baity", or something like that? Good gourd, I hope not.

Yes, I had indeed assumed that the weebly one was the one. It's undoubtedly an interesting and worthwhile mission to try and awaken dormant creativity.

The name Mr. Baity does indeed sound a bit fishy in this context but adds a nice touch of surrealism that might even prove inspirational on occasion.
