This is the thirteenth illustration of "Kinbaku Tale Six - Cold".
This is set in Japan around the year 1550-1650 AD. The theme of this series of illustrations is generally centered around examples of Kinbaku (Japanese traditional tight rope bondage).

I guessing they were bound that way to press the soles of the feet against the snow/ice, as those would among be the bodyparts most sensitive to cold.

Not really, it was just a variation to keep the uke (subject) from guessing what was going to happen next.

Maybe so, but i'm willing to bet there was a special reason for each position as well in terms of discomfort level as well.
