This is the thirteenth illustration of "Kinbaku Tale Six - Cold".This is set in Japan around the year 1550-1650 AD. The theme of this series of illustrations is generally centered around examples of Kinbaku (Japanese traditional tight rope bondage).
Note that the downloaded versions of this series of illustrations are in 4K (3840 x 2160 pixels).
I guessing they were bound that way to press the soles of the feet against the snow/ice, as those would among be the bodyparts most sensitive to cold.
