I use normal basic (brush) Min size 100% - Density 56%
For last step i create new layer with setting Overlay this is how you make a color
For glowing effect i use new layer with setting Luminosity use some bright colors

I'm looking at your tutorials. Have used Gimp and brushes, but very frustrating with only a mouse. Have never done digital art or used a drawing tablet. Is it a LOT easier than using a mouse?
Using a tablet is much better than using a mouse but, I've seen a lot of digital artists use a mouse and their art is really good! I guess it depends how often you practice with a mouse or tablet. It's easy depending on how much practice you put into it.
