She get's a story to herself instead of playing second fiddle to Teostra all the time. Maybe burning through the countryside and stirring up all these other monsters is part of their mating ritual. A Teostra has to contend with all of these riled Apexes left in her wake in order to follow her. As a elder dragon will accept nothing less for a mate. Of course the side effect is massive wild fires and fleeing monsters in the areas the Lunastra is trekking through. That's my running theory anyway.
