This is the Emblem of the New USSR's KGB, the "Komitet Gosudarstvennoy Bezopasnosti", or Committee for State Security in English. The text in Russian on the banner of the emblem literally translates to "KGB of the New USSR" in English.

The Chairman of the Committee of State Security is nikolaikalashnikov.
