Rainmeter has been an open source project since it’s inception in 2001. What Kimmo 'Rainy' Pekkola did not know then was that he would spawn an online community that would span the world.
The open nature of Rainmeter has inspired people to share their innovations within as well as outside the community. Each new skin artist learns from the creations of those that came before them. This is the spirit that has driven our community to be such a positive force for so long.
In the past few months several members have been attempting to sell their skins. While legal, this is not in the spirit of our community. After some discussion between the operators it was decided that the Submission Rules needed to be updated.
Now again we are on the precipice of change. A few members have been offering their services for a commission. While this may be in the spirit of being an artist it is once again in conflict with the spirit of our community.
For this reason, we will no longer accept deviations that offer services for commission in the deviation description. We cannot, nor do we wish to, stop members from offering their services for a commission. If you wish to do so, please advertise on your profile page or another site.
Thank you for your understanding.

I want an RPG based Skin... can someone help me ?
Because deviants were trying to sell rainmeter skins which is contrary to the spirit of open-source software such as Rainmeter. And, as a direct result of this change to the submission rules, at least two of the deviating deviants have removed all references to selling skins and/or advertisements for skin making services from the descriptions of skins posted on deviant art.
