That was a term for riding a passenger train without paying for a ticket.  Of course you'd be on the outside of the train.  A 'blind baggage' was a head-end car without platforms.  The best place to ride was on the first car behind the tender, because chances were good that nobody would open the end door to pass between cars. 
In this clip, W.C. Fields and Carol Dempster are about to do just that.  No stunt doubles are used here for this dangerous activity, although the train is actually going slower than it appears.

Engine #83 is on the head of the train.
