to use this theme first you need to install uxthemepatcher
Copy theme files to C:\Windows\Resources\Themes
Open Settings > Personalization > Themes > Select the theme.
Install OldNewExplorer to remove the ribbon.

most apps that are pre-installed on windows like settings, edge, store, and mail have their own border so the window operation icons do not change, and that line forms because they want to do what they wanna do. Personally, when I get the chance I am moving to a Mac.
admjysn, the "line" above the window is called the window border. This is what makes it look, in my opinion, actually good. This is what makes the window round, and the theme is not made by windows so it may stay there forever unless they make an update with support for custom themes like that. If you are referencing to the black line that forms below the border to separate the window from the extra bit, that is just to distinguish the window from its border, and sadly programs like microsoft edge are stupid and want to do their own thing.
