How to use this snowing texture in Photoshop:
paste this snowing texture on a new layer (topmost layer) on top your original image
set the layer blending of this new layer to a desired setting (I use mainly screen or soft light)
set the layer opacity of this new layer to a desired level (see what looks best)
it might be a good idea also to use a layer mask with a gradual fill to
make the snowfall visible mainly in the sky, not so much on the ground; that way it will look more realistic!
