So now that the flashback is over to clear up a few things !! In the old town Bailey wasn't really a "leader" or  a "king" he was just some guy some cats liked and listened to. Friday could tell he didn't really have the cats best intentions in mind and stood up to him. Bailey didn't like having his "authority" questioned and asked some cats to get rid of him. Bailey never did any of the killing himself, he always got somebody else to go do it for him. 
He didn't know about Milton at first but Baileys followers attacked him and in self defense Milton killed them. This made Fridays murder much bigger than Bailey had intended. He expected it'd be easy to kill off Milton and just move on with his life but since Milton proved harder to get rid of than he originally had thought he panicked and asked the cats to join him as they escaped to another town! 
Bailey may have some followers but he was still scared about Milton telling the others who killed Friday. He didn't want to loose his power. So, he didn't reveal that Milton was involved since he knew cats might question why Fridays partner was going after him. (Going after Bailey that is)

So Bailey is just a scared jerk who couldn't handle a cat being more liked than him. (he didn't have a crush on Friday he was just jealous of his charisma) So to deal with the problem he got rid of Friday, started a rumor that some scary killer was loose and then moved to a new town. 

Hope that helps! I tried to show it in the flashback, I mean it is meant to be a bit mysterious and weird since this is how Morgan understand the story (sort of) but I figured you guys deserve to know what was really going on!
