Yes, Blender is free. One of the reasons why I'm using it haha. But it's also fairly simple if you start learning slow how the different tools operate. I do advice looking for tutorials.

As for whether it can be used for 3D printing, I'm not sure. I don't know if 3D printers require a specific format file to work and whether Blender supports that.

That's some pretty good work. Rough linearts, coloring with markers. Ahw man this brings me back ages ago. Reminds a bit of https://www.deviantart.com/rolfplus 's work. You and him know how to make rough traditional drawings look good.
