I get the feeling that Idris probably has experience with a situation like this in the past, either personal or he's seen the results. Unfortunately, humans are a naturally selfish species, and when emotions run as powerful as grief, they don't want to think logically about consequences and debating whether they should or shouldn't have the chance to bring back their loved ones. Perhaps they'd understand Idris's reasoning about his power being limited, but whoever learned about this ability would always consider themselves to be one who deserves to use him, and they would take and take until he has nothing left and everything collapses into chaos.
