FALLOUT: Emblem of the UTC

(Art made for my own Fallout faction)

Emblem of the United Territories of the Commonwealth.


Symbolism:
The Emblem depicts a Yao Guai bear and a Great Radstag - both native to the Commonwealth - holding a shield with the Flag of the UTC (Civil Flag), representing Strength, and the Protection of the People. The 9 stripes of the flag represents the 9 original Territories, all united under, and supporting the Blue, which represents the Armed Forces, and the Government. 
Above the Shield is the original Insignia of the Minutemen with Golden rays of light radiating from it. Surrounding the Insignia is a Crown of Laurel Leaves representing Victory, and the Peace brought to the Commonwealth by the Minutemen. 
Under the Shield is an unfolded Scroll inscribed with the Motto of the UTC "Ense petit placidam sub libertate quietem", a latin passage that translates to "By the sword we seek peace, but peace only under liberty" (this is also the motto of the pre-war state of Massachusetts).



Lore:

The UTC (United Territories of the Commonwealth) was formed shortly after the evacuation and destruction of the Institute. The provisional government was officially founded in the Old State House in 2289 at the initiative of the Minutemen and the Sole Survivor, in what's later been called the "Goodneighbor Treaty".

Present at the meeting was Mayor J. Hancock (representing the territory of Goodneighbor), Mayor P. Wright (rep. Diamond City), the Sole Survivor and Lieutenant-General Garvey (rep. the Minutemen), Commander McArthur (rep. Gunner Rebellion), Dr. A. Filmore and Dr. B. Virgil (rep. former Institute Scientists), among others.

By 2291 the UTC had expanded throughout much the former state of New England. Futhermore - after an expansive restoration and security initiative - the city of Boston had become a functional capital. And train tracks had been restored to make up the New Commonwealth Railway.
