Seeing her in her broken down state, she could almost forgive her for the deaths of hundreds of benders and non-benders alike. Forgive her for the abuse of her closest advisers, for the attempted murder of one of her closest friends. She could forgive her the pain of the world, as seeing the once proud creature crumpled on the ground before her, beaten, broken, she knew she had been hurting long before anyone came to realise that that pain had been the derivation of her insanity.
Feeling her cold fear for the girl on the ground before her thaw into pity, she knelt, the other girl's eyes staring heatedly at the ground, unwilling to meet her gaze. Before the girl could bite out a scathing remark in a brittle attempt in masking how deep the pain of betrayal cut her, Ty Lee gathered her up in a tight embrace. Burying her face in the crook of her neck, she could feel Azula tense, and only clung to her all the more so that she could not pull away. In a wracking sob, Azula let herself crumble, the warmth of her old friend welcoming in the frigid prison cell. She had missed this warmth, this radiating kindness, so unalike her own bitter cruelty. She wondered why she had ever let herself drive that sanguine warmth away, when nothing could ever compare, or be worth its loss.
Ty Lee visits Azula in prison before she's taken away to the asylum. Ty Lee forgives her for all her past transgressions, while Azula regrets having ever done anything to lose her at all.
