Theory time: given the context and what we've been told about vitae, I'm guessing it's some sort of anti-rejection drug for cybernetics, or treatment for the inevitable skin rot that would result from having big slabs of metal attached to your body 24/7.

This was Andrea's old sea dog. Minnow was supposed to inherit him, but Cristina Marx deemed her unfit to own an animal after giving her sub-par limbs that don't work half the time, leaving her with jobs that don't pay much, and dumping her in a squalor. Gee, funny how that worked out.

Finally, things are looking up for poor Minnow. It's also satisfying to see Marx get what's coming to her, though I doubt that she'll take this "slight" lying down.
The only small error that I see is in the second panel; you have the text saying that her right arm was replaced even though she's looking at her left one.
