Since Dolche Kiefer is so big, you can bet there's a loooot of trains and elevators the pirates use to get around it quickly. And yeah, now that he's there, they're letting Kelsey walk around without bonds of any sort. What he's gonna do? Where's he gonna go? There's no escaping now that he's inside.
I had a lot of fun with that last panel. Yes, we finally get to see super piranhas.

That 4th panel seriously creeped me out.
I personally hope she's one of those leaders who kills someone on occasion for minor reasons to keep up fear but is normally a vague approximation of chill.

Well, clearly the queen is a kind and generous ruler, rivaled only by the virtuous & benevolent reign of Emperor Palpatine :3
P.S. so this ship is basically a mobile pirate city judging by the inside, how did these guys build such an advanced civilization? And is the queen part of an actual royal bloodline or is it a case of the baddest of the bad rules the roost? i.e. you kill the old boss and become the new boss etc.

I'm going to say she's more along the lines of Malicia from my friend's series, who is worse than Palpy on so many levels.
It's the latter case.
