I think in theory it is, but for me at least, looking back on it, it was done poorly enough that I would have considered just not showing that path and leaving it up to our imaginations the better alternative. I mean if it weren't for the Clone Wars cartoons (the original and the 3D one), Anakin and Obi-Wan would have barely any sort of on-screen interaction that made the audience feel any sort of real brotherhood between them. He says "you were my brother Anakin!" but them spending the majority of the films apart and, when they were together, often at one another's throats, I feel like that could just as easily devalue the significance of Obi-Wan's words as it might reinforce it.

Obi-Wan and Anakin's brotherly bond is so beautiful but also so tragic.
He probably said that Vader murdered Anakin because considering them the same person was too painful for him so he considered them two different people to cope with the pain. It could make sense too that he considered himself Ben rather Obi-Wan because he felt like he had died when he lost Anakin. At least he's been reunited with Anakin. 



I'd like to give you an explanation of my own, but I'll cite another DeviantArt user:
"'Obi-Wan doesn't exist anymore. He died about the same time as your father.'
Unless you appreciate the prequels, flawed as they are, you probably don't understand why this line from the originals carries so much meaning. Obi-wan died on Mustafar with Anakin. Only Ben and Vader left alive" (Iggy-1-55-306).
Hope they don't mind me quoting them
