This seems like a tough piece to critique, but I'll give it a go.

I think the piece has a very strong perspective. The vanishing point appears perfectly in the middle of the piece, so great job at getting it so precise! I also like the colors, they're kind of dark, adding to the rainy vibe. I also read the other critique you received and I disagree with the cropping suggestion - as it is now, we really get to see how empty the place is, and I feel that adds to the photo, as it looks like a street that would usually be very busy - I like the contrast with everyday reality.
As for suggestions of improvement, I can't think of any, but I can suggest you try a different angle to get a different impression of the photo. The current angle places the viewer in the street, but perhaps if you held the camera higher, we would've gotten more of a distant view of the street, like we're not really there. Ikd like it's story mode or so. You could also try taking the picture from the ground, maybe that'll make the street seem larger, and therefore even more empty. In all honesty I wouldn't know what else. It's a really good photo, so yeah.
