I would love to see someone commission for the concept of a medicinal, life-oriented blood mage, or even just see someone else tackle such a concept with the same aesthetic talent.
Nothing else provided in the description by the artist says what the mage actually does. I can tell you it's certainly not just sitting around feeding his raven all the time.
That being said, the point still holds that the picture in question is that of an explicitly evil aligned blood mage, who as part of some sort of mystical pact must utilize their blood magic in ways that are parasitic to the society around them, touching on the general themes that vampires and vampire-like blood-dependent creatures in fiction nearly always represent. While yes scavenger birds have a long history of also being associated with these same creatures and themes (particularly ravens and their family due to Poe's gothicization of them in popular culture), that doesn't particularly change the fact that this is yet -another- blood centric character who (be it intentionally or by happenstance) has vampire-like parasitic themes to his usage of blood, and while the design remains quite striking—don't get me wrong about that—that fact alone isn't enough to make me feel like such a character concept is not still simply overdone in fantasy and fiction.
Like I said, I simply personally look forward to when someone will be able to take a blood mage or other similar character and treat sanguine themes as more than villainous, and even present them in explicitly heroic lights.
Of course, while I find the concept somewhat generic, I do wish to make it clear that I wasn't trying to imply that this was -all- there is to the character. Generic =/= bad, and well-established tropes and themes can often be used to create compelling narratives -because- the audience will be so familiar with them that no time has to be wasted on exposition.
Simply that, in a vacuum of such narrative context, all that cn really be said about the picture is what one sees, and for me what i saw was yet another blood mage with vampyric tones. that's all.
