Frost Manipulation

The ability to manipulate frost and snow

Rank 1 | In the beginning, the user can only frost surfaces lightly.

Rank 2 | The user can not only frost objects, but make it snow on command for a short duration.

Rank 3 | Now has the ability to freeze water, however the water can't be manipulated.

Rank 4 | User can now cause large amounts of snow to fall, and make small ice shards.

Rank 5 | Maxed out: Character can make ice and snow on command, and can cover up to a 600 ft radius in winter.
