Gen 9 already huh? Pokemon sure has come a long way. After my first initial thoughts that these were fan made, I fell absolutely in love with this weird little duck, and now I'm genuinely excited for the new games later this year. Here's hoping we finally get a blue-footed booby pokemon!
While I would like to say I plan to make the other two starters at some point, I can't make any promises as to when. I just don't have the free time that I used to, but I still keep up my crocheting when the mood strikes.
Anyway, as usual, here's the pattern. As always, give credit if used.

Head/body:

Tail

*for the following rnds, loosen the tension for half of each rnd. Doesn't matter which half, as long as it's consistent in each rnd. I did the second half of each, so for the even rnd, work 6 sts, then 6 loose sts. This shapes out the bottom of the tail slightly so the loose end will follow the curve of the bottom of the body, and the tail will sew on more straight.

Finish off, sew to back of body, with the loose end at the bottom. Stuff firmly, but while keeping the top somewhat flat to shape out the back of the tail.
Feet (make 2)

Finish off, flatten end so that the loose sts are on the sides, sew the end, leaving the loose sts open, this will make them stick out and shape the foot a little to give it the webbed-feet look.
Legs
*I joined directly to the bottom of the body because it was easier for me and made for less sewing, but alternatively, you can just ch 8, join together, and work 2 even rnds.
*If you join to the body directly, do so in the very middle of each of the slightly rounded parts you should have on the bottom of the body.
Work 8 sc around in a circle, with the last stitch meeting at the first, then work another even rnd. Leave a long end for sewing, add a small amount of stuffing, and attach the feet to the bottom of the legs.
Beak
1: with yellow, 4 sc in magic ring (4)
2: (inc, sc) x2 (6)
3: inc x6 (12)
4: loose even rnd
5: (inc, sc) x6 (18)
6-7: even rnds of (5 sc, 13 loose sc)
Finish off, sew to front of head, a few rows above the neck, with the loose end toward the neck and the tight sts at the top. Stuff firmly, but keeping the piece slightly flat and wide.
Hat (main part)

Hair tuft
1: with blue, ch 5, inc in second ch, sc across
2: ch 1, turn 3 sc, ch 3, inc in second ch, sc across
3: without turning, 3 sc into end, then 3 sc across beginning ch, 3 sc in end of first tuft, sc, slip st into corner between tufts, 3 sc across next ch, 3 sc into end of second tuft, 4 sc, slip st.
Finish off, sew to front of hat, off-center to the right (what would be the duck's left).
Finishing touches
Using white yarn, stitch the rounded "W" onto front of hat.
Using the felt colors, make eyes and hot glue to face.
Using black yarn, stitch the lines near the eyes, and the nose/mouth details onto the beak.

He's so perfect and looks absolutely squishable<333 I always loved blue-footed boobies, I thought he was just a duck when I first saw him but them yesterday, my brain finally tuned into his feet :D
