He's a follower of Ilmater but rather than believing suffering itself is divine, or that the relief of suffering should be a priority, he believes in charting a path through suffering to personal acceptance and growth. The fact that it often involves restraints and blunt lashes and other such implements brings him dangerously close to some of Loviatar's teachings, so he's not strictly on speaking terms with the orthodoxy. That's definitely the reason, no other ones.
