Civilian Name: Elise Franklin

Age: 14

Realm: All the colors of the rainbow, and then some! (The RGB spectrum, and also process colors, CMY).

Mission: She is dedicated to keeping the world full of color, because to her color is happiness.

Short Bio: Elise Franklin lives with her aunt in Prism City, USA. She moved there after her parents both passed away in a car accident. Despite her personal tragedy, Elise chooses to look on the bright side of life. She is a creative, if quirky, teenage girl. Enamored with art of all kinds, especially painting, she is an enthusiastic art school student. However, as winter approached one year, Elise noticed the city around her growing more and more gray, and the people becoming more and more apathetic. It wasn't just the usual winter blues, there was something more to it. Elise tried to keep up hope, but soon it began to effect even her. Not knowing what else to do, she opened up the paint set her parents had given her, their last gift to her before their accident. She planned to paint something spectacularly colorful, to try to combat the shroud of gloom that had descended. She took out her paintbrush, held it up high, and shouted: "Please! Help me put color back in the world!" She wasn't sure why she did it--maybe as a pep talk to herself, or maybe she was asking her parents for help--but to her complete surprise, she transformed into Sailor Spectrum! Now she has the power to fight the drabness seeping into her town.

Powers and Attacks:

1. Spectrum Saturate! - her transformation.


2. Color Revive! - this attack allows her to restore colors that are fading; it's her healing technique, since her enemies drain energy by draining color from a person.


3. Magical Paint! - She summons her magic paint brush and can paint any object on thin air; that object then becomes real and she can use it. This can include living creatures, which she can command. However, she has a very limited time to paint this object, so it is usually something simple.


4. Complimentary Colors - this is how she recruits new team members. She uses Magical Paint to make them a transformation item; presumably their powers also come from her brush.


5. Color Harmony! - this is a group attack that she uses with her teammates. The more teammates help, the more powerful it is. What it does depends on who is combining forces.

Allies:

1. The Primaries - Sailors Red, Blue and Yellow. These are her most trusted soldiers; they are the most well-rounded and most reliable. They are always with her, like a personal guard.


2. The Secondaries - Sailors Orange, Green and Purple. They are a little more independent, but still very loyal. They tend to go on their own missions, but have no problem working with Spectrum and the Primaries.

Mysterious Figures

1. Process Senshi - Sailors Cyan and Magenta. They did not get their powers from Spectrum and are aloof and arrogant. They are very powerful, but not team players.


2. Black Knight and White Knight - Two very handsome masked knights. They don't always seem to be working with Spectrum's team, but they are not always against them. These two clearly have their own agenda.

Villains

1. The Neutrals - Strange, bland-looking beings that steal colors and energy.


2. Dr. Monochrome - controls the Neutrals. He has some nefarious plan for draining the color out of things, I'm sure of it!

Art and Influences

I had a complete BLAST making this. Sailor Spectrum is brand new, just for OSI, and I'm already having so much fun creating her universe. She's not in my usual style; I thought she'd be more fun in a more exaggerated, cartoony style. My major influences on this are *pyawakit, Lisa Frank, My Little Pony (old and new!), Care Bears, Rainbow Brite, and Powerpuff Girls Z. I used more vector in this than usual, too, it was really interesting. Enjoy!
