Victor gets the mystery card while Ned gets "This is an outrage!" for Valenties day. Poor Ned. His lunch was in there. :P Still, that's like 15 bucks worth of cheap dollar store office supplies there. About $25 in the wagon. Of course Betty would have had to have written all the cards herself, unless a computer printer was involved. And that could lead to all sorts of photoshop shenanigans.

Actually, that little wagon is Wilfreda's, who lt Betty borrow it. Remember the ending of the Magic Lemonade arc? Wilfreda was using the same wagon to carry her cauldron.

So... what you're saying is that Wilfreda lends her little wagon out to friends. And maybe helped stuff the envelopes and/or she helped make some of the cards. Wilfreda-made valentines for someone else's crush. Now there's a joke in waiting, if Ned actually opens and reads some.

No, she just noticed Betty was making a handful and offered her the wagon.

Incidentally, I've checked and I got the colors wrong with the original wagon. It was supposed to be white, not black. Oh, well.
