Dr. Peyton Westlake is a scientist developing a prototype for a new "synthetic skin" to help burn victims, but cannot overcome a flaw that causes the skin to disintegrate after 99 minutes. His girlfriend Julie Hastings discovers an incriminating document called the "Belisarius Memorandum" which proves her boss, real estate developer Louis Strack Jr., has been bribing members of the zoning commission. When she confronts Strack, he confesses to the bribery because it aided in his plans for designing a new city and creating countless jobs. He also warns her that the document could potentially be sought after by high-ranking criminals for its value. Following a breakthrough, Westlake realizes that the synthetic skin is photosensitive, and that light causes the material to break down. However, vicious crime-boss Robert G. Durant and his armed thugs suddenly invade Westlake's lab searching for the "Belisarius Memorandum", which Julie had left behind. Westlake is brutally tortured, while his

We open on the Crypt Keeper’s mansion, where the famed horror host is searching through his DVD collection, selecting a few from the kaiju genre. He notices that a lot of them are rip offs and/or tributes to the Godzilla series. “It’s amazing how many copycats the king of monsters spawned,” he comments. “Well, that’s what happens when a movie is successful,” the Creep replies. “Everyone tries to copy the original. And today’s combatants are just that, right?” “Right. Lights!” The lights dim save for one that shines on the two horror hosts. They sit in the middle of the room. “Gorgo, Britain’s aquatic answer to Godzilla,” the Crypt Keeper begins. “And Reptilicus, Denmark’s answer to Godzilla, albeit with a much lower budget,” the Creep continues. “While the king of monsters is probably the most well known kaiju, he certainly created many copycats in his wake. In Modesto, California, a meteorite from a destroyed planet lands. General W.R. Monger, the 89-year-old U.S. Army officer in charge of the facility, recruits the Little Einsteins: Leo, Quincy, June, and Annie. Meanwhile, faraway on his mysterious spaceship, a squid-like extraterrestrial alien king named Gallaxhar is alerted to the presence of "Quantonium", a powerful substance, on Earth; he sends a gigantic robotic retrieval alien probe. When it lands, the unintelligent President of the United States, President Hathaway, who is also Monger's boss, attempts first contact by playing "Axel F" on a keyboard, but the machine simply goes on a destructive attack straight towards San Francisco, unaffected by the military's attempts to destroy it.
