This map is about a possible dissolution of Ukraine that could have taken place in the past. Belarus, Poland, Hungary, Romania and Moldavia would get parts of Ukraine, the rest would be into two countries: Malorussia and Novorussia, that would get Transnistria too. Malorussia, Novorussia and Belarus would be friends of Russia.
