I wonder: How would metal-working be done in an underwater civilization? Are they amphibious? Do they commission their allies above the surface?

Probably amphibious, or if not then it's a found item and a family heirloom.
If they are amphibious, it might also be possible that the species is industrious and has proper buildings, but everything is highly integrated into bodies of water. Above and below surface infrastructure, lake or ocean cities, with most livable spaces above and with very easy access to water at all times; that is if we're assuming that they have lungs like dolphins and not gills like sharks. They could also just excrete mucus from their skin, providing their own moister most of the time, and their culture could just be centralized around water but not 100% dependent on it at all times, like humans with the sun.

Makes sense. They could also have "dry rooms" filled with air. That would have the added bonus of letting them have guests from the surface.

Corrosion on metal items would be problematic, but with proper use and care, could probably be kept under control.
