No, Linda is a grass/fairy type Gardevoir that changes appearance each season similar to how Sawsbuck does. Talvi is only an ice/fairy type that does not change appearance as much each season. She's not necessarily -the- "Winter" Gardevoir, she's just named after it. She's really just an ice type. Linda behaves like a plant, Talvi is just an Ice Fairy.

FYI though, if Talvi leaves the peak of her mountain during the summer, her hair loses its edginess and becomes straight xD
