Because the writers had to make an isekai storyline to write around him, have neglected parents who are rich snobs, and force him to abandon life on Earth in the Metarex Saga, so that he'll be given a possible reverse-aging death offscreen by the end of the series. All that, rather than make an anime based around Sonic to focus on world building based on the pre-established Classic and Adventure Era games since 2001. With that being said, Chris deserved better than to have the writers bend the will of the show just for this character. If he was, say for example, a Robotnik Jr. instead, and have Chris established as a modest and proper child who wants to align with Sonic, despite being the android son of Dr. Eggman, whom Chris shows no malice against, and that Eggman had no control over Chris' heart and doesn't have the heart to disown his own son, Chris would probably be considered a great character. Unfortunately, because of games like Sonic Frontiers, where we get a generically bland character like SAGE, who Eggman constantly yells at in the base game prior to the DLC release (first impressions are very important, BTW), we won't be having Chris in the games ever.
