Fun Fact: The friendship games were a real thing. The USSR and Warsaw Pact members led them after boycotting the Los Angeles Olympic games in 1984. In retaliation for the USA boycotting the Moscow games in 1980. Reasons? read some history. 
Carima had defeated Ombra and weakened him but he wasn't destroyed. Carima despises him because he was responsible for 2 decades of chaos in her land. She had to sacrifice a lot to restore order. Here he is just toying with her.
