VoPverse (which is still the worst name ever but gosh darnit I like to use it) Gym Leaders work a little differently than gym leaders in the games or anime, hence why Roark can wander around into Twinleaf instead of doing his job in Oreburgh - more on that, later.

Quick note: Derd and Robin are both around Fenn's age, around fifteen or so (Pokemon age at a similar, if not an exact same, rate as humans here in the VoPverse) so they would be five or so in the flashback segment. For conservative families like theirs, training in the wild and finding a trainer (along with sparring with other pokemon) is their education but, as time has gone on (and as more and more dangers around dumping your kids in the nearest field arose), it's become more frowned upon and non-standard. The Gift System has become extremely popular as a result. 
As for actual, formal schooling -- that's another story for another day.
