I had something like this happen to me a while back on a really old Wacom tablet. Reinstalling the drivers was a pain, but it fixed the problem amazingly. I suggest trying what Emerald-Jinx suggested. Do you know if the tablet is recognizing motion? Like it shouldn't draw without the pen, but if you swipe your finger across, (my tablet at least) lights up (normally) to show it's trying to recognize something. Though it doesn't write, I can still get the curser to follow my finger or another object with a bit of pressure. If yours still follows other objects, it would definitely point to a problem with the pen. If it doesn't light up at all and normally does, it may be a problem with the tablet itself and it's connection. What's your model and does it normally light up somewhere when in contact with the pen or other objects?

here is a couple of things you can try:

1. You can unplug your tablet and shut down your computer, then restart your computer then plugging the tablet back in.

2. Close all the windows open on your computer and install the driver a couple of times until the popup at the end of installation just has the okay button, instead of an option to restart now or later.

3. (the solution Wacom gives)
Disconnect the tablet from the computer
Open your Start Menu and then the Control Panel
Open Programs and Features
Uninstall any listing here for Tablet or Wacom Tablet and then restart the computer
After restarting, download and install only the latest driver from here

These suggestions and couple of others can be found here --> scratch.mit.edu/discuss/topic/…

I am not good with things like that, but I'll share this in a journal for you, to spread the word.
