Slightly late to the party, but as far as I know (at least in film), a tilted horizon is called a Dutch angle, and is usually used to convey a sense of unease. In this case it works well I think cause the whole landscape looks evil, and so it makes it seem like something is wrong almost. That's my take lmao.
