I'm drawing Manga style myself and believe me my character don't fit the real sizes of a human being, but still I think just because it's comical it shouldn't be put simple I mean, there is a contrast between really cartoonic characters and character which are drawn to be a "perfect" human being and to me that's what Manga style stands for! To show the persons character the moste perfect and fitting way That includes the fact, that proportions mean to be as right as possible but without any bigger well dislikes like a left arm, iroceese hair style, etc (I know there are characters like that out there but mainly it concentrasts on the perfection of a human being While real cartoons made elsewhere in the world try to make the character more unique, more hilarous, more funny!) I don't expect you tried to do that, do you? So yes, maybe the legs could have been larger and it would have fit
Hmm albino... maybe you can try not to color her with skin scales like beige or sand... normally albino means white, so shading could be done in violet and purple scales, getting darker and darker... or with grey, but grey makes her look ill, so I would try to use the violet instead (I tried that myself and really it works!)
I agree on the hands fact Hands and Feet are uneasy for mosst of the people, but once you mastered it, believe me, it will be the most gorgeous fun ever! But to master hands you need to practise them I practised years to be fine with my hand drawings!!! Just never give up on that and don't be upset, if things don't look the way you want them to be. Maybe taking a look on Hands of other artist might help you as well

At first the picture really is nice and well done! But having a closer look, I think the background somehow is boring. Maybe some night sky with stars or shooting stars would have been nice. Also you could have play with the direction of the purple lights. Maybe curling. Looking more mysterious!
As for the character. I only can expect, but I think she's not suppost to be 4-7 years young, right? So in fact of that, the proportion compared to her head isn't right... The dress makes her look taller, but the head only fits 2,5 times into the body until the knee. And that of course is too small for a teenager or even an adult. So 2,5 or better said 3 times is neccessary to reach the body's middle point! And I think it would have been nice to see her hands... maybe in an innocent pose or position. The hair looks neat in fact of it's light floating with the "wind" (maybe the purple light in the background could have fit that..comming from the same direction! <img src="e.deviantart.net/emoticons/s/s…" width="15" height="15" alt="" title=" (Smile)"/> )
For the shading... I agree to Abyss that a light spot from the side or back would have been nice but also from the front, I think you could have play with deeper shadings <img src="e.deviantart.net/emoticons/s/s…" width="15" height="15" alt="" title=" (Smile)"/> Maybe a different color scale or just getting deeper as more as you get under the clothes and hair!?
All over all. I pretty enjoy this little drawing. It shows the time you spent on and it really is a highlight of your works <img src="e.deviantart.net/emoticons/s/s…" width="15" height="15" alt="" title=" (Smile)"/> I hope those little hints given by me make your works even more lookable than they already do :3
