I want to make more blur at the background ( do not mean bokeh) i mean zoom to subject and making background blur...how to do it? how to set len option?

but i wonder on the len have ( example 18-55mm 1: 3.5-5.6 IS) what is it mean? it's mean the lower f/number is f/3.5 right? and higher f/5.6 right? is it for aperture right? but when i set higher than this it's possible y? can set to f/8 or more than this..y?

hey, i'm a newbie at photography, so i have a question, my lens won't let me get the aperture that high,it only lets me get to f/4.6 would you know why is that?
i have a canon 500d btw, with a kit 18-55mm lens
