Green Goblin vs Albert Wesker

I believe Goblin would win. He can easily compete with Wesker physically, and his army's worth of weapons and superior battlefield control via his glider would allow him to wear Wesker down enough for a kill shot.

Wesker's superior hand to hand skills and combat experience is a moot point. Wesker spent most of his time as a puppet master who only stepped in himself when he had to, so he actually has less experience than most RE characters.

Also, something most people don't know or don't think about, Wesker can't use his enhanced abilities to much or it'll burn through the serum he uses to keep it under control and could kill him. And while the Goblin serum drove Norman insane, it didn't come with any physical side effects and despite his insanity he's still very smart and unpredictable.
