lv15 magikarp here, at least ruby is kinder with the poor things, they take less to evolve.

:(Aaaaww, poor Magikarp! *hugs him* Personally, I think I'd just raise him as best as I can. Send him out for battle, then switch him out for another Pokemon so he doesn't get hurt. Or at least give him an Experience Share to hold. Either way, when Magikarp evolves, all who were mean to him taste his fury......

Actually the Base Power of Magikarps Full Evolution is way way WAY higher than Raticates. So the Rat already lost. x3

Dragon types were only weak to dragon and ice attacks. In gen 1, a dragon/water pokemon's only weakness would be dragon. BUT the only damaging dragon type move in gen 1 was dragon rage, which does 40 damage every time; that essentially means that a dragon/water pokemon wouldn't have any weaknesses. So Gamefreak thought "Well...dragons fly, right? So make it part flying type, it's close enough without being overpowered."

A better question would be why they didn't change gyarados's typing for gen 2 (like magnemite).
