for photoshop you can find video tutoriel on concept art.org, the gnomon DVD and the massive black downloadble content. after that you have to use it by yourself and find wath kind of tool fit to perfection your method work... there is no ONE way to use photoshop, you have just to find your way on it ;)
keep it up and don't give up =)

drawing the rain. I beguin with some spot everywhere and after i use a motion blur but you can use noise too. depend the effect you want =)

la nature est bcp plus simple selon moi a rendre en 20 minutes, beaucoup moin de contruction, bcp plus hieratique etc...les structure de villes elles demandent plus de preparation, c 'est pour ca que on ressent pas la meme approche =)

Awesome use of light and shadow. You've put the details in exactly the right places (e.g. in the 3rd panel the red beacon on the platform draws the viewer's eye to that building and you've been clever enough to allow us to see details in the stairwell and offices.)
