Hey there! Alright there are a few things about this that caught my eye immediately.
The proportions are a bit off, her head is slightly too large and her waist is much too small to flow into large thighs. Her right elbow also appears to reach too low as well. Her feet almost look like clubs. Make sure you draw the foot and then the shoe around it to be more accurate. Her face is a little off center. If you placed it a bit to the upper left it would improve more. Try using different hues for the BG, make it pop! I understand that she's an OC, but try experimenting with bright overlays to make the picture have a bit more color. Use some lighter tones in there as well to kind of really show that she's a happy person.

Now just a suggestion, instead of having so much negative space (white area) you can try making it transparent and keep all of your shapes as well.
