Right click on the clock > Edit Skin

Near the top, find the Measures section and change the one that says

[mHour]
Measure=Time
Format=%I

to

[mHour]
Measure=Time
Format=%H

(change I to H)

Open the Rainmeter Skins folder (or right click on the skin and select the top option) and navigate to LIM!T\resources\limvar.ini. That file has all of the variables with comments that you can easily edit.

No, I mean you CAN do that already. Each skin is written with a Size variable that you, the user, can manually edit to your liking. So if you want it a different size, just make that one small change.

...which is easy to do! Just right click on any skin, and edit the Size= value in the Variables section :)
LIM!T [1.2]
Yes. Right click on the skin -> Edit Skin. In the [Variables] section at the top of the skin file, look for this:

;---choose measures for triangle bars and center ring (Advanced mode only)
LeftBar=
RightBar=
CenterBar=
CenterCircle=

The acceptable values for these are CPU, RAM, Batt, Drive, and Temp (Batt is battery, drive is hard drive space, and temp is CPU temperature from the program CoreTemp).
