Software used: Shade3D, Inkscape, Blender3D, Poser Pro 11, and for the post-render gradient effects and night sky, Clip Studio Paint EX. There are no lights inthis scene. All illumination comes from my shaders.  I intend on using low-resolution geometry, which is why I modelled the scene myself.

some street lamps, perhaps?

If it's just a background piece, I'd just add in Bokeh effects behind the character. But yes, if I wanted a realistic scene, I would need to include street lamps.  I did make a self-illuminating set of roads (as if the road surface was light-emiiting), but haven't used that yet.

I also used JSplacement and Clip Studio Paint EX to create the graphics textures feeding into the shader nodes for the materials, and CSPEX for the post-render gradients.
