Yeah, the Download button, on deviantart.com
For some, Weird reason, whenever this happens (from time-to-time), and I inform the owner, about it, they tend to Reply, saying that it's "working fine"! I, then, check again and (sure enough) it starts working! (Just as it did, with your Post!)
It's almost as if the Download button NEEDS to be Re-AUTHORIZED, from time-to-time! (Or, SOMETHING!)
As I said: WEIRD!

Do you mean the one that DeviantART includes? It seems to work when I try it. If it doesn't, you can try clicking on the image itself to get a full-sized version (which honestly isn't much bigger than the default), and then right-clicking to save it..
