Mysterious Benny

This is a character who keeps appearing, after manifesting fully as a fully-fleshed character, but I can't find out any more about him. I don't know who he is or what his context is yet, but he sure is fabulous!

He is only wearing gloves and shades, because those are the only two things that seemed to manifest with him as elements of his style.
