If you have a Huion H610Pro or other Huion graphics tablet and it wont work on Paint Tool Sai, follow these steps and it might work, for me the cursor would not move whatsoever, Close all drawing programs you have, you have to open up the driver by clicking on it's application wherever you saved it, double click on it in the tray, tick the "Support TabletPC" box, apply it and bam!

To everyone here trying to solve this issue, I set my SAI and Huion driver as administrator and it works like a charm!
I've also seen solutions where opening your misc.ini file in your SAI folder and changing "TabletMouseSimulation = 0" to "TabletMouseSimulation = 1" works, others have said upgrading to SAI2 immediately solved this problem.

Try reinstalling your driver and make sure all drawing software is closed, if that doesn't work try this.

Hey I FOUND A SOLUTION!
So you download this english SAI (its legit i tried it and no viruses and no bugs). It wont interfere with the current paint tool sai that you have. You unzip it and put it into where ever (people recommend not putting it in the Program Files, idk). You start the program, and you'll find that while the cursor moves and there is pressure sensitivity, the cursor will be WAY off. So what you do is:
Exit out of sai, and right click the program, go to properties. Then you go to Compatibility, and check "display scaling in high dpi settings". Start sai and see if it works.
If it doesn't:
Exit Sai. Open the misc.ini file via notepad. Make sure TabletCursorMode = 1 and TabletMouseSimulation= 0 Save the file. Res
