I've heard the word "nerfed" but what does it mean?

Its means an update patch to lowered down on what could be a op weapon, or op character. Weaker then they once before. For example way back then on Borderlands 2 there was a shield so offensively that it had to be nerfed damaging, and nerfed the delay by 2 seconds longer. It is called the Bee shield...It was so op that one shot of its amplified was 50,000 damage combine with 1,000 damage weapon plus especially a shotgun which was nerfed under its use too due to all pellets count exactly 50,000×6 per each shot of the shotgun. Definately a overpower method that it did...now its not so bad still a bit powerful especially if you got the commander, or Mechromancer's abitlity to lessen the delay of it by 50% plus your badass rank combined. With such combined weapons like Harold, or Sand Hawk as they have no pellet count, but they shoot multiple pellets in a shot. Matter of fact it was plan in pre-sequel, but due to balancement they did in terms of fighting in that one WHICH IS MUCH BETTER...they decided not too which is for the best. owo

I believe the word is a term to call something or someone that is rendered less powerful or effective than it once was.

Ah.

Like Jude from Tales of Xillia was considered overpowered but now is lower since Ludger came along as the main protagonist.

Kinda. The ways that I heard the word nerfed get used goes like this, "Carrie was powerful in Castlevania 64, but got nerfed in Legacy of Darkness."

Nerf is a toy brand that's pretty popular in america. They specialize in toy guns that launch foam darts.
I've never heard of it, but I assume it means someone nailed you.
