Attention all hands, this is the captain.

 I want to welcome our new members onboard and give you the same speech I originally gave when I first assumed command. We are here because Starfleet considers us to be "difficult to handle ". We are their problem children, the ones they don't know how to handle, so they put us all here.

And you know what? I don't care. I don't care what your individual problems are. If they interfere with you performing your duties, then we will sit down and discuss it. Because I expect you all to perform your duties like you are supposed to.

You are Starfleet officers and will be treated as such, conversely, I expect you to behave as such. Because I don't like problems on my ship. And if you think you can do whatever you want and ignore orders...

Well to quote Admiral Picard, you may test that assumption at your convenience. But I suggest you remember that short of permanently injuring or killing any of you, I am free to handle crew issues as I see fit. So, think about that, then do the smart thing.
