Easily done without needing a brush. Steps:
1. Filter > Render > Clouds
2. Filter > Render > Difference Clouds
3. CTRL + F how many times you want
4. Gradient Map
5. Adjust it like that: Black > Red > Yellow; Slide the bars or create another as you wish ^^
