They look like they've been through alot, I've always respected the Imperial Guard and Navy as the rank and file of the emperor's armies, and for their natural lacking by contrast to the adeptus astartes. Splendid work on this fine illustration of yours! :D

Of course it depends on the regiment but usually generals and the like are trained in the schola progenium or are hardened veterans who managed to get a position of power.
The Imperium is a lot of thing but the guard is fairly meritocratic.

Oh I know, trust me. It's more of a poetic phrase I tried to create, basically calling out the desk jockey generals in any setting, because they don't have any experience unlike the scarred veterans.
