When your request to join the group is accepted, are you automatically allowed to contribute?

When I watched the first Gurak episode with my dad, and Gurak came and introduced himself to Bashir, I turned to my dad and said, very carefully "That Cardassian is coming on to him." He laughed so hard I think I have to join, just as a tribute to him.
