As for staying in one palette, I don't do this personally (though I probably should ahaha), but I know many artists select their palettes beforehand and then stick to that palette as they actually draw. An example of that is in this tutorial~.

As for some tips, hmmm~
Since the hair is white and the skin is a light shade, they kind of blend where the two meet, so maybe make an outline for the hair that's darker? I tend to outline the major areas of my icons so they stick out, but that's just me. sorry I'm not all that great at giving advice ahaha;; just keep practicing and you'll eventually get to something that your like´ ▽ ` )ﾉ
